Licensed Haulers

Dumpster Licensing and New Medallion Requirements

Anyone who uses containers for trash or recyclable materials, of any size, that are serviced by a private hauler, is required to obtain annual licenses for those containers. Licensed containers are also required to be affixed with RFID (radio frequency identification) medallions. These medallions identify contact information for the user of that container and the licensed hauler that services that container. Licensing is the responsibility of dumpster users.

Types of Dumpster Licenses

Private Property

An annual dumpster license is issued when a dumpster is placed on private property. Private property also includes parking lots, private alleys and driveways. Annual fees for dumpsters on private property are as follows:

Private Dumpster Size Use Annual Fee
Less than 1 Cubic Yard Trash $80
Less than 1 Cubic Yard Recycling $40
Greater than or equal to 1 Cubic Yard Trash $150
Greater than or equal to 1 Cubic Yard Recycling $75

Public Right-Of-Way

An annual license is issued for a dumpster in the public-right-of-way (sidewalk only). Annual dumpster fee for public right-of-way placement as follows:

Public Dumpster Size Use Annual Fee
Less than 1 Cubic Yard Trash $200
Less than 1 Cubic Yard Recycling $100
Greater than or equal to 1 Cubic Yard Trash $500
Greater than or equal to 1 Cubic Yard Recycling $250

What is considered a dumpster?

Any container for trash or recyclable material that is serviced by a Provider and is designed for repeated reuse is considered a "dumpster." Containers serviced by the City of Philadelphia are not required to be licensed. All construction dumpsters must obtain an annual license acquired by the hauler.

Why is this law necessary?

As the use of dumpsters began to increase in Philadelphia, citizens and business expressed concern to the city about the public hazard and litter created by these containers. In response to this situation, City Council passed an ordinance in 2009 that establishes more accountability by both users and haulers.

15th STREET BRIDGE BETWEEN CALLOWHILL
AND SPRING GARDEN STREETS CLOSURE

Effective Wednesday, January 16

PHILADELPHIA - Effective Wednesday, January 16, the 15th Street Bridge between Callowhill and Spring Garden Streets will be closed to vehicular traffic, Streets Commissioner Clarena I. W. Tolson announced today. The closure is necessary in response to a routine inspection that found structural damage to the bridge.

The closure is effective for the entire length of the bridge and will be closed to vehicular traffic until further notice, however, pedestrians and bicycles will be permitted to cross. The posted detour route includes Broad Street from Spring Garden Street to Callowill Street.

The Streets Department regrets any inconvenience resulting from this closure. We would like to thank citizens in advance for their patience and cooperation. It is our goal to have the bridge opened as soon as possible.
